Birocapedia was started by Harry Netzer in December, 2007 and put on the world wide web on February 1, 2008. It is hosted on a home computer with a LAMP stack installed (Ubuntu Server Edition 7.10 the Gutsy Gibbon, Apache 2, MySQL, PHP 5) and MediaWiki 1.11.1.
